As Desken said she probably still feels guilty about Shiba's death,
and one of the reason she loves ichigo that much is because he reminds her of Kaien.
So IMO even if she loves Ichigo the most,that would be for the Kaien's part of Ichi.

I say Ichigo becuase she has saved him from life ending situations like his first encounter with Byakuya. And normally when she says that he shouldnt have saved her she ends up smiling when she sees him. Iono seems like love to me.

I actually think only Byakuya had compared Ichigo to Kaien...that thought might never had occured in Rukia's mind. The two are really quite different.
To avoid the diffcult question I'd say Byakuya, since he is family.
