would you look at a cup filled half way with water and say its half full or half empty?

Easy, if you filled a glass for 50% it's half full.
if you had a full glass, but drank 50% out of it, you've got a half empty glass :}

I say half full so people will be careful not to knock it over.

Half empty doesn't inspire much caution.
