Maybe it's his ridiculous hat. Flav used to rock crazy hats. Either way, both of them look freaky, but at least Mayuri is just a cartoon character. yeah, he sure is weird. I was relieved when I saw him in the shower though, he looked like a normal person, apart from a lack of ears. Actually he looks similar to Urahara.
I don't know why he wears such a funky hat.
