Secret organization and destruction of gigai?

Lets go back to chapter 69 where we see members of the Research Institue of Technology going over Rukia's gigai.

Hiyosu states that Akon was sent by some secret organization to investigate the gigai. Now, we know that Aizen was the one after Rukia, meaning was Akon sent by Aizen? Is he in league with Aizen? I highly doubt these, so then, what is this secret organization?

Another thing is that Aizen said he had the gigai destroyed immediately, however Hiyosu states "I was worried that the *******s at kenekikyoku would have disassembled it." This means that first it went to kenekikyoku, and then it was brought to Hiyosu so he could do whatever he wanted to it. So it was never immediately destroyed, and whether it was actually destroyed is completely up to guess because it was in Hiyosu's control.

Akon wasn't sent by anyone, he requested the secret police get the gigai first. He wanted to make sure it wasn't a trap or anything, maybe a bomb.

It was destroyed as soon as aizen could destroy it though, suppossedly.

検疫局 (Kenekikyoku) is the Quarantine Department. Probably in charge of disposing of substances deemed unsafe to Soul Society, like Urahara's soul-power-sucking gigai.

Lemme try my best and translate based on the HK Chinese version, people with the original are welcomed to correct.

Hiyosu (the weirdo with eyes that can pop out) is seen watching clips from Onmitsu of Rukia moving around in her Gigai.

Hiyosu: Heeheeheehee...This doesn't look bad at all, just when is it going to be sent here?

Akon (guy with demon like horns, probably make up): You're watching that again, Hiyosu? I see you coming here everyday. Aren't you tired of it?

Hiyosu: Shut up, I discovered her (the gigai), I can watch however I like.

That pretty much explains why Urahara couldn't re-enter Soul Society. He's barred from re-entering. Yoruichi on the other hand is a fugitive for assisting an exile, which is why she still can return, cause SS wants her back for imprisonment.

Actually, Yoruichi isn't on the lamb, she's missing. She can go back because she didn't really break any rule. That's why everyone is so surprised when she shows up.

From various statements, Yoruichi still maintains a good repore with everyone.

Yoruichi was AWOL, probably considered a deserter since it's been 100 years. Since she was allowed to return to Earth, she obviously cleared up her status with SS and they like having her back on Earth during this time. She could be in voluntary exile now or she could just be "retired" and free to roam.
